Chinese President Xi Jinping formally inaugurated the World Artificial Intelligence Cooperation Organisation (WAICO) on Friday in Shanghai, signaling a strategic shift in the global governance of machine learning infrastructure. The release of the Kimi K3 model by Moonshot has demonstrated competitive performance, providing a tangible alternative to proprietary models such as OpenAI’s ChatGPT or Anthropic’s Claude. By prioritizing open-source frameworks, Chinese developers aim to lower the barrier to entry for nations seeking to integrate AI into their local digital economies.

Security concerns regarding data sovereignty and the perceived imposition of Western values through foreign-hosted models remain a central driver for this initiative.
